Abbott: I'll Fight To Keep Texas Budget Small

BROWNSVILLE, Texas (AP) -- Texas Attorney General Greg Abbott says he'd maintain the state's economic drive as governor by controlling state spending and investing in infrastructure.
 
Abbott, who is running for the Republican nomination for governor, laid out the general elements of his economic program before about 70 people in Brownsville on Monday.
 
Addressing the Brownsville Economic Development Corp., he proposed constitutional amendments to limit the growth of the state budget, guard the state's financial reserves and prohibit the Legislature from passing unfunded mandates down to local governments.
 
Abbott has been attorney general since 2002 and has the financial advantage of having raised about $25 million. He faces two long-shot primary rivals. State Sen. Wendy Davis is the leading Democratic candidate for governor. No Democrat has won statewide office in Texas since 1994.
